KANSAINVÄLISET SUHTEET

            Yhdistyksemme liittyi kohta perustamisensa jälkeen jäseneksi alansa kansainvälisiin katto-organisaatioihin: International Federation for Medical and Biological Engineering (IFMBE) lääketieteellisessä tekniikassa ja International Organization for Medical Physics (IOMP) sairaalafysiikassa. Muutama vuosi sitten nämä perustivat katto-organisaation International Union for Physical and Engineering Sciences in Medicine (IUPESM). Tämä vuorostaan hakee jäsenyyttä YK:n alaisessa elimessä International Council for Scientific Unions (ICSU). Toimintamme näissä järjestöissä on jostakin syystä ainakin toistaiseksi painottunut IFMBE:n suuntaan.

            IFMBE perustettiin 1963. Siina. on tällä hetkellä noin 30 jäsenyhdistystä ja näiden kautta noin 10 000 henkilöjäsentä. Suurin osa yhdistyksistä on Länsi-Euroopasta. Suurimmat kansalliset yhdistykset ovat USA ja Japani. Toistaiseksi Neuvostoliitto ei ole IFMBE:n jäsen, joskin neuvottelut liittymisestä ovat alkaneet.

            IFMBE:n ylin päättävä elin on yleiskokous (General Assembly), joka kokoontuu
3-vuosittain maailmankongressin yhteydessä. Yleiskokoukseen jäsenyhdistykset nimeävät edustajia jäsenmääräänsä suhteutettuna (1-4 edustajaa). Suomella edustajia on kaksi. Yleiskokous valitsee hallituksen (Administrative Council, AC), presidentin ja varapresidentin. Hallituksen jäsenen toimikausi on 6 vuotta. Presidentin ja varapresidentin 3 vuotta. AC on viime vuosina kokoontunut vuosittain. Maantieteellisesti lähinnä presidentti ja varapresidentti ovat olleet
Øivind Lorentsen Norjasta ja Roland Kadefors, Ruotsista kaudella 1982-85. Nyt näitä tehtäviä hoitavat Nandor Richter, Unkari ja Robert Nerem, USA. Pääsihteerinä on Orest Roy Kanadasta. Allekirjoittanut on hallituksessa tähän asti ainoana suomalaisena kauden 1982-88.

            IFMBE julkaisee lehteä Medical & Biological Engineering & Computing ja uutislehteä MBEC News. Jälkimmäinen jaetaan kaikille jäsenille ilmaiseksi. Kolmivuotiskongressien lisäksi federaatio sponsoroi alueellisia ja erikoisaihekongresseja.

            Klinikkainsinööritoiminnan aktivoimiseksi ja tukemiseksi IFMBE perusti v. 1985 Clinical Engineering Divisionin, jonka hallituksessa (Board) on myös suomalainen jäsen, dipl.ins. Hannu Seitsonen. Myös muille erikoisaloille voidaan perustaa työryhmiä. Tällä hetkellä käynnissä ovat apuvälinetekniikan (Rehabilitation Engineering) ja teknologian arvioinnin (Innovation and Assessment in Health Care Technology) työryhmät.

            IOMP:n hallintomalli on samankaltainen kuin IFMBE:n. Presidenttinä on tällä hetkellä Lawrence Lentzl, USA ja pääsihteerinä Brian Stedeford, Englanti. Myös sillä on tieteellinen lehti Medical Physics ja uutislehti.

            Yhdistyksemme jäsenyys IFMBE:ssa ja IOMP:ssa näkyy jäsenille lähinnä vain uutislehtien ja 3-vuotiskongressien muodossa. Jäsenmaksuummekin, joka on yhteensä noin 2 000 mk vuodessa, maksaa Suomen Akatemia. Istuttuani IFMBE:n hallituksessa nyt noin kuusi vuotta voin todeta, että on vaikeata saada jäsenyhdistyksiltä palautetta tai aloitteita toiminnan kehittämiseksi. Keskeisin pullonkaula onkin IFMBE:n ja sen jäsenyhdistysten yhteydenpito. Kuitenkin IFMBE:n ja IOMP:n toiminnalle on välttämätöntä, että jäsenet ovat aktiivisia. Tieteenalojen integroituminen on tosiasia. Sen seurauksena myös erityisyhdistysten pitää aktiivisesti hakea uusia suuntia ja yhteyksiä muihin yhdistyksiin.

INTERNATIONAL RELATIONS

 

          Soon after its foundation our Society joined to the international organisations of this field: International Federation for Medical and Biological Engineering (IFMBE) and International Organization for Medical Physics (IOMP). A few years ago these founded a common organization International Union for Physical and Engineering Sciences in Medicine (IUPESM). This union is applying membership in International Council for Scientific Unions (ICSU), which belongs to the United Nations. For some reason our activity is concentrated to IFMBE.

            IFMBE was founded in 1963. It has about 30 affiliated organizations and through them about 10 000 personal members. Most of them are in Western Europe. The biggest ones are in the USA and Japan. The Soviet Union is not yet a member of IFMBE.

            The highest decisive organ is the General Assembly, which has its meeting in connection with the world conferences. Finland has two members in the General Assembly. The General Assembly nominates the Administrative Council, the president and the vice president. Geographically the closest president and vice president have been Øivind Lorentsen from Norway and Roland Kadefors from Sweden in 1982-85. I myself have been a member of the Administrative Council as the only Finn up to now during 1982-88.

            IFMBE publishes the Journal Medical & Biological Engineering & Computing and a newspaper MBEC News.

     To activate and to support the clinical engineering IFMBE founded in 1985 Clinical Engineering Division. Dipl. Eng. Hannu Seitsonen is a member of its Board. Other specialities may also have working groups and there exist now working groups for the Rehabilitation Engineering as well as for the Innovation and Assessment in Health Care.

            The organization of IOMP is similar as that of IFMBE. Its president is now Lawrence Lentzl, USA, and secretary general Brian Stedeford, UK.

            The membership of our Society in IFMBE and IOMP is seen by our members in the form of the newsletter and the world congresses. Being now a member of the board for six years I can recognize, that it is not easy to obtain comments or initiatives from the affiliated organizations for developing its activities. The central problem is the contact between IFMBE and its affiliated organizations. However, for the activity of IFMBE and IOMP it is very important that their members are active. The integration of disciplines is a fact. Therefore also the special organizations shall be active in finding new directions and contacts to other societies.
